Noel Richard Billings' Obituary
Expert gunsmith, medal-winning marksman, and lifelong rock and roll fan, Rick Noel Richard Billings filled his 78 years with action and authenticity. We celebrate a life powered by resilience, hard work, determination, loyalty, and honesty. Rick was devoted to his job as a federal police officer for TVA. He was in the force as well as on the SWAT team while he protected and served his community for over 35 years.
Rick’s skill at the range earned him medals and the respect of fellow shooters. His careful gunsmith work showed the same steady hand and clear focus that marked every part of his life.
Away from competitions, Rick found peace in the woods while deer hunting, living the simple, quiet moments he loved. He often said those mornings of solitude were the best reward for staying true to himself.
Music blasted through many of Rick’s days, especially classic rock. He enjoyed WWF and regional wrestling, and he rocked out to KISS, Motley Crue, AC/DC and RATT when the time came.
Rick’s family meant everything to him. He is survived by his partner Rebecca Pitchford; sons Carl “Rick” Billings (Mary), John “JB” Billings (Angela Mueller), and Steve Billings (Victoria); and grandchildren Allison Billings, James Parker, Liam Billings, Jeremiah Billings, Jasiah Billings, and Jeramy Laster Jr. He was preceded in death by his parents, Noel R. Billings Jr. and Grace E. Billings.
Today we choose joy as we remember Rick’s straight talk, steady aim, and love for music and the outdoors. May every shot taken, every guitar riff heard, and every quiet morning in nature remind us of a life well-lived and keep his honest spirit moving forward in us all.
